The best practice is to always install the drip edge so that it is inside the gutter.

A gutter apron is installed on the corners above roof decking.
It is put under the shingles of an attic to flow water directly into the gutter.
A gutter apron is used where shingles are not far enough from the edge of the gutter.
Make sure the outer edge extends over the gutter.

If it doesn t pull the drip edge out slightly from under the shingles.
