This tends to equalize the sheet stretching of both halves. When a hole is punched in sheet metal work either with cnc punch press tooling fly presses or power presses the action on the tooling process is the same within the material. Once it contacts the sheet metal surface it senses the resistance and drives the punch downward with enough force to penetrate the material. A straight punch can rub against the workpiece material throughout the stroke.

When punching a round hole the hole naturally collapses slightly after the punch tip penetrates the sheet. You can tell from the marks on the sample that i had a hard time trying to get a punch to work with this thickness. Alternatively if a sheet has symmetrical hole patterns you may be able to punch half the sheet flip it over then punch the other half.
